Representative Lloyd Doggett challenged Ambassador Froman as to why courts based in European states such as as France, the UK or Germany are not regarded as appropriate places to hear trade disputes as an alternative to the secret tribunal hearings held as part of Investor State Dispute Settlement proceedings.
